Onko Teräsmies sankari vai uhka. Mikä on hänen vastuunsa ja voidaanko kuolonuhrit antaa hänelle anteeksi suuren urotyön takia? Oman käden oikeutta 20 vuotta jakanut Batman haluaa laittaa touhulle stopin, Teräsmiehen tuhottua taistelussa Bruce Waynen toimistotalon, jonka romahduksessa hänen työntekijänsä saivat surmansa. Senaattori Finch vaatii Teräsmiestä oikeuden eteen vastaamaan teoistaan. Kaiken taustalla tapahtumia manipuloi mielipuolinen Lex Luthor, joka haluaa hävittää molemmat viittaritarit maailmankaikkeudesta. Samaan aikaan ihmiskunta yrittää selvittää, millaisen sankarin he oikeasti tarvitsevat. Batmanin ja Teräsmiehen sotiessa keskenään, nousee ilmoille uusi uhka, joka saattaa ihmiskunnan suurempaan vaaraan kuin koskaan aiemmin.
